From Tokyo: railway express

1. Arrive at the Narita (Tokyo) International airport;
2. Go to the JR Narita station adjacent to the Narita airport and
    visit ticket counters of JR (Japan Railways).
3. Buy all the tickets, Narita --> Tokyo --> Niigata.

JR Narita Express (Narita --> Tokyo, 60 min., 3,000 yen) Time Table

JR Jouetsu-Shinkansen (Tokyo --> Niigata, 90 -- 130 min., 12,000 yen) They have reserved seats and non-reserved seats. A non-reserved seat is a little cheaper, but there is some risk of not being able to find a seat, if the train is very crowded. Time Table at the Tokyo station. : Mon.--Fri. and Sat., Sun. (In this table the shinkansen to Niigata is marked with red fonts).

From Osaka (KIX): airlines

1. Arrive at the Kansai International airport (KIX);
2. Go to the Bus Stop No.8 in the front of the terminal (on the ground floor);
Limousine Bus from KIX to the Osaka-Itami airport (domestic flights);
3. ANA (All Nippon Airways) or JAL (Japan Airlines) from the Osaka-Itami airport to the Niigata airport:
4. From the Niigata airport to the Niigata JR station, use city buses (25 min.) or taxi (20 min.)
